Usually when a show goes ridiculously overboard with ass shots and pantsu, it is a way to compensate for not having nudity. It also has a decent amount of nipple sightings, as did the more recent follow up prequels Aika R-16 and Aika Zero. The Agent Aika franchise is the all time standard for panty shots and ass shots in anime.
